Regulatory overview
In Vietnam, foreign-exchange activity is governed by the State Bank of Vietnam (SBV); the State Securities Commission (SSC) regulates securities, not retail forex. Vietnamese law restricts foreign-currency trading to banks and authorised credit/financial institutions; retail forex trading by individuals through online or foreign brokers is illegal, and forex trading floors have been declared illegal by the SBV, with administrative and criminal penalties. Administrative sanctions in the monetary/banking sector were set by Decree No. 88/2019/ND-CP, replaced by Decree No. 340/2025/ND-CP (effective 9 February 2026).
